Eritrean Postal Service is the designated public postal operator in the country charged with the responsibility to perform all or any functions relating to the operation and provision of postal services in Eritrea. Eritrean Postal Service offers a wide range of postal products and services, which include the following:

  • Acceptance and delivery of mails

......... * Ordinary mails.... * Registered mails.......* Parcels

  • Private post box rentals

  • Expedited Mail Services (EMS)

  • Issuance and payment of Domestic Money Orders

  • Philately, and

  • Post Shops selling stationery items and books


Quality of Service for A Better Post

In addition to its strong nationwide coverage, Eritrean Postal Service has been undertaking continuous quality of service improvements to better serve its customers, define its market presence and remain competitive in the face of changing needs across the global postal network.

Although much needs to be done, satisfying  progress has been achieved in establishing service standards and targets in the various areas of quality of service, namely access to service, customer satisfaction, speed and reliability, security, liability and treatment of inquiries. Furthermore, actual performance achievements in relation to the standards and targets for both domestic and international services have been showing positive signs of improvement. Commendable efforts have also been exerted to transform the post from its traditional ways by introducing modern postal technologies for tracking and tracing postal items, and for handling postal inquiries.

To confirm its commitment and ensure continuous quality of service, Eritrean Postal Service is currently participating in the 2012 Universal Postal Union-UPU quality certification process to be finalized late this year by an on site UPU audit. The audit process considers assessment areas that include general management system, security and safety measures, targets and goals of the administration, coordination with customs authority and parcel management, UPU documents and other applications, plans and objectives of the administration, collections and delivery standards, transportation systems, controlling and checking mechanisms, and international service quality standards and their applications. The certification results will be announced in the year 2012 and will remain valid for a period of three consecutive years.

Eritrean Postal Service has previously received several UPU awards in good quality of service on mail and courier services. In the year 2005, Eritrean Postal Service was awarded "C" Level (Bronze) certification by the UPU in mail services. Eritrea became the first English speaking African country to receive such an award within the UPU. Eritrean Postal Service also received UPU awards in courier services for three consecutive years, in 1999 (Certificate Award), in 2000 (Bronze award) and in 2001 (Certificate Award).

Eritrean Postal  Service uses global monitoring system


In an effort to better measure and hence help improve quality of postal deliveries, Eritrean Postal Service has introduced the Universal Postal Union’s Global Monitoring System –a state-of-the-art measurement system that uses radio frequency identification (RFID) transponder.
The primary objective of the technology is to provide the postal operator with accurate, high-quality performance results for inbound international letter mail. The information obtained from the system is expected to assist Eritrean Postal Service in making informed decision on operational and quality improvements. Moreover, the information would be used to link remuneration payment made to postal operators with their operational performances.
Panelists external to Posts exchange test letters (with RFID tags inside) for the postal operators participating in the UPU’s Global Monitoring System. The RFID sensor installed at the Central Post Office in Asmara, where incoming international mail is received and processed for delivery, reads such RFID tags coming from various countries and records each delivery date separately. Performance results are obtained from the GMS statistical systems for analysis and reports that take into consideration delivery standards and actual events.

 

International Post Corporation Customer Service System: a move to modern customer service

Eritrean Postal Service has been working on modernizing its services and operational practices in order to go along with changing customer and industry demands unfolding in the global postal industry. Hence, as part of this effort, it has modernized its postal inquiry processing system by shifting from a traditional system (that uses forms sent by post, or fax for EMS items) to a modern web-based system developed by the International Post Corporation (IPC), called the IPC Customer Service System (CSS).

The IPC CSS has linked Eritrean Postal Service with more than 150 posts worldwide that have over 250 customer service call centers handling customer queries on bar-coded postal items such as parcels, EMS courier items, registered, Expres and insured letters.

The system will benefit Eritrean Postal Service and its customers by ensuring faster inquiry process, decrease of paperwork by elimination of inquiry forms and faxes, and reduction of international phone calls. The application supports all postal products and follows one procedure, and is easy to operate and flexible towards changes and enhancements.
